House Clearance Scottish Borders Environment Agency Inspected

The Environment Agency has just released its annual report for 2014, in which it claims that it achieved its target on inspecting waste management sites & house clearance operator headquaters. Its aim was to increase the frequency of inspection of waste management licences by 25% & house clearance companies by 20%, ensuring that all sites were inspected at least once during the one year period. Well, by recruiting more waste inspectors, they managed to raise the inspection frequency from less than 60% in 2013 to 75% at present.

This sounds very efficient. Unfortunately, there is no mention of unlicensed house clearance companies. So even more house clearance operators trying to obey the law, who bothered to register with the authorities, are being visited regularly. Does this mean that in their rush to meet the Agency targets on inspection, waste officers have had to ignore unregulated sites to concentrate on the generally law abiding house clearance especially here in the Scottish Borders?

They themselves have admitted that they are short-staffed. Once again the ‘house clearance’ industry was subject to more inspections than those for water discharges. The Report shows that in the year 2013 over 120,000 checks were carried out on waste management & house clearance operations, including over 5000 on exempt sites, compared to 10,0000 checks on water discharges. As for 2015, what targets do the Agency have for ‘waste’ (as recycling is labelled)?

Checking their own literature, a more ‘risk-based inspection approach’ is outlined which feels like the case already for us here at House Clearance Galashiels. Hopefully, this will mean inspecting the unlawful house clearance companies in Galashiels & across the rest of the UK, and not persecuting the law-abiding house clearers. Another goal which could prove interesting is improving ‘the environmental and regulatory effectiveness of waste management licensing’. A recent successful prosecution could offer an insight into what this actually means: liquidators cannot release potentially bankrupt licensed companies from their environmental obligations. In short, the environmental responsibilities of a waste management licence outweigh almost all other considerations.

In addition, the cash raised by liquidators to cover debts must be used to carry on the licence obligations until there is nothing left. Essentially, the only way a licence can be revoked is with the Environment Agency’s agreement. The environment, and the Agency, have ultimate power.
