The Environment Agency History

The Environment Agency opened for business on 1st April 1996; it is one of the biggest environmental regulators in the world and incorporates the National Rivers Authority, Her Majesty’s Inspectorate of Pollution, the 83 local authority run Waste Regulation Authorities and some important functions from the Department of the Environment. These include the control of technical waste, contaminated land and toxic substances.

Although this Agency will be taking over the regulation of many parts of the recycling and reclamation, we still do not know exactly what its standpoint will be. If you try to contact someone to discuss the remit of this ‘new kid on the block’, no answer is the firm reply. Whether this is due to secrecy or ignorance is uncertain. However, if you dig a little deeper, some interesting facts come to light about this ‘quasi autonomous non governmental organisation.’

The management structure of the Agency is complicated; perhaps understandably as they will govern over 9000 employees in this huge bureaucracy. The Agency will be governed by a Board, appointed by the Government and chaired by Lord De Ramsey: the people appointed so far are from varying backgrounds; the NRA is strongly represented, as far as we understand from the confusing information available, roughly 50% of the higher management is from that organisation.

The rest is made up from people formerly involved with HMIP, Waste Regulation Authorities and business. Unfortunately, examples of the businesses represented are BP, Coopers & Lybrand and Weetabix. As we understand it, nobody from a recycling, reclamation or even waste management background has been selected, not even on a regional level.

The Chief Executive, Ed Gallagher has stated: ‘ We have been appointed from amongst stiff competition and have a wide variety of industrial, managerial and environmental experience. but we all have two crucial qualities in common – the ability and desire to set up the new organisation and get it running effectively.’ This may be true, but they shall be regulating industries they know little about. We can only hope their advisors have a more pertinent background.
